This activity is called pre-construction services.

Design/Build delivery is a construction delivery methodology that is gaining a great deal of momentum because of its simplicity (from an Owner's perspective) and cost saving potential. Under Design/Build delivery, the Design/Builder warrants the sufficiency of the plans and specifications to the Owner.

General Contractor is the term given to a person or firm which contracts for the construction of an entire building or project and hires subcontractors such as plumbing contractors, electrical contractors, site contractors, etc; coordinates all the work and is responsible for payment to all subcontractors and vendors.
